Ease of Vehicle Ownership Index (EVOI) 2026, is a collaborative initiative by IndiaTech.org and Consumer VOICE that benchmarks Indian states on the ease of pre-owned vehicle ownership transfers.

For millions of Indians, the secondary vehicle market makes the dream of personal mobility a reality, all while giving vehicles a sustainable second life. Ensuring that ownership transfers follow a standard, and digitised process goes far beyond ticking regulatory boxes, it brings genuine Ease of Living to citizens.

The EVOI 2026 evaluates 15 states, across six dimensions including regulatory framework, digital infrastructure, process efficiency, transparency, institutional ecosystem, and cost and affordability.

The study goes beyond a state ranking. It seeks to identify what is working, where friction points remain, and how successful state-level practices can inform wider governance reforms. In doing so, the Index aims to contribute to a more seamless, transparent and citizen-centric vehicle ownership experience.

The launch event will take place on 04 November 2026, from 5 pm to 7 pm, at the Constitution Club of India, New Delhi.
